不要看名称空间前缀；查看命名空间URI。

虽然a在b之前，但i在w:之前

  xmlns:b="http://www.ietf.org"
  xmlns:a="http://www.w3.org"

因此，b:attr="sorted"在规范上先于a:attr="out"。

注意：在e5中，b:attr位于a:attr之前，因为主键是命名空间URI，而不是命名空间前缀
