好的，我发现了。。。在Webpack的源代码中，如果有回调给webpack(options, callback)，那么它会自动运行自己：

function webpack(options, callback) {
    ...
    if(callback) {
      ...
      compiler.run(callback);
    }
    return compiler;
}

如果有人想添加回调，请按如下方式添加plugin：

compiler.plugin("done", stats => {
  debug(hash)
})
