Response.Redirect在Global.asax中不起作用

当应用程序抛出异常时，我想重定向到错误页面，但它不会重定向到该页面。下面是我的代码:

我在测试页上这样做了

它没有重定向404。Aspx继续停留在测试页面。我应该如何重定向404.aspx?
