命令行pkg-config opencv --cflags --libs opencv中的反引号是不可见的。我现在还没有理由。

从这里下载 ICU-54.1http://www.linuxfromscratch.org/blfs/view/7.7/general/icu.html并手动安装。对我来说，这解决了问题。
