您的Directory和ScriptAlias指向/usr/lib/cgi-bin：

不要到脚本所在的 "/var/lib/cgi-bin。
ScriptAlias /cgi-bin/ /usr/lib/cgi-bin/我的echo.pl放置在"/var/lib/cgi-bin"内部。
/var/lib/cgi-bin和/usr/lib/cgi-bin/是不同的目录。
