gcm.send用于将GCM消息从应用程序发送到服务器（通过GCM Cloud Connection Server）。您的清单看起来不错，但是为了使gcm.send做任何事情，您必须将服务器连接到GCM Cloud Connection服务器。而且，由于您试图将消息发送到服务器，因此您不会在设备中看到任何内容（即使消息已成功发送到服务器），并且broadcastreceiver不会被调用（除非您的服务器将消息发送回到设备）。
