将<systemPath>${java.home}/../lib/tools.jar</systemPath>改为<systemPath>${java.home}/lib/tools.jar</systemPath>。
顺便说一下，您是否意识到您正在通过JDK版本进行分离?default-tools.jar配置文件将在jdk 1.6及以下版本被激活(根据java.vendor属性)，因为我看到你正在使用jdk 7，我猜这是多余的。
我的解决方案:我从tools.jar中提取sun.security.tools包，并将编译后的源代码复制到src文件夹。在编译阶段，我将编译后的类复制到target中。
