问题是,在ListenService.startService中,您正在创建并返回TCPServer服务,但您并没有启动该服务。

IService.startService不返回值,所以与其返回return internet.TCPServer(LISTEN_PORT, self.minidoFactory),不如返回internet.TCPServer(LISTEN_PORT, self.minidoFactory).startService()

不过,这有一个明显的问题,那就是您的stopService稍后将不记得TCPServer在哪里停止它。最好考虑到这一点,尽快创建TCPServer,并将其与您的服务一起启动/停止,如下所示:
