我建议卸载并重新安装。此外，我建议使用中的Rails安装程序http://railsinstaller.org/根据我的经验，这是在windows机器上安装rails和ruby最轻松的方法。

似乎您（连同DevKit？）在一个带有空格的目录中安装了Ruby。

正如Ruby自己的安装程序中所指出的，不建议使用带空格的路径（这就是为什么默认为C:Ruby193

GCC是DevKit的一部分，它的路径有空格，因此也建议将DevKit安装在没有空格的路径中（例如C:DevKit）
