CSS Min-Width在GoogleChrome中不起作用

Question

我设计了一个页眉、页脚和正文标签的页面。对于页眉和页脚，我设置宽度:100%;我设置了min-width: 1024px;在火狐和IE它工作得很好，当最小化窗口时，它保持其最小的大小，但在谷歌浏览器minwidth不起作用，当我最小化窗口头和脚只有窗口的宽度，当我滚动到右边有空白，它不扩展100%，但对于内容的一切都是好的。我在这里放了一些html和css代码。

Min-width is working fine in chrome.
