add_test(NAME craft_test
         COMMAND craft --gtest_output='xml:report.xml')

问题是这些参数是用引号括起来传递的，为什么？它看起来像一个bug，有什么好方法可以避免它吗？

CMake添加的引号不是问题所在；是'xml:report.xml'中的单引号出错。

你应该做：

add_test(NAME craft_test
     COMMAND craft --gtest_output=xml:report.xml)
