我不知道您之前使用的是哪个版本，但是--allow-all-external选项已在pip版本 8.0(2016 年 1 月发布(中弃用，并在pip10.0(2018 年初发布(中删除。
要么更新您的应用程序，使其不需要--allow-all-external(更好的选择(，要么，如果绝对必须，请使用早于 8.0 的pip。考虑到 8.0 发布的时间，我强烈建议不要使用最后一个选项。
